This is a slang term for a child dance student at the Paris Opéra. The term, coined early in the nineteenth century, was derived from the children’s appearance: always in movement, with lean faces, and incessantly nibbling at food. The “petits rats” are the lowest rank of dancers in the cadre of the Paris Opéra ballet. See Défilé.
